No ICE in Cary
What We Know
A Wired article on Feb 10 about planned ICE expansion throughout the country listed an office in Cary at 11000 Regency Parkway as an ICE office location.
This location is right next to Koka Booth, so close that it shares a parking lot with the venue.
Confirmed government lease signed Oct 2025 for 25,000 sqft of office space at 11000 Regency Parkway through GSA (General Services Administration). According to the Wired article, GSA has been leasing office space on behalf of DHS/ICE in order to obscure the intended use of those properties. This is a 5 year lease with option to extend to 10 years. This office is listed on the GSA website but hidden so that only a lease code is displayed and not the address.
The lease was signed by GSA with property manager Foundry Commercial, who would not have known the intended use of this space was for an ICE office.
Bridge Investment Group, the building owners, will not confirm what government agency is using this space, or whether it is currently occupied. They are quoted by WRAL as saying the lease was for office use and was not anything beyond "attorneys in suits” — which would be consistent with the Wired article reporting, that the legal wing of ICE will be occupying much of these new offices spaces. See graphic below for how ICE lawyers fit into the mass deportation system being built.
Town of Cary has not received any requests for change of occupancy permits for this office, which they would need for any new commercial tenant.

Call your Reps to support a bill for local authorization of detention centers
New legislation introduced on Feb 23rd — Congressman Chris Pappas (NH-01) and Senator Jeanne Shaheen (D-NH) are introducing a new bill that would require the Department of Homeland Security (DHS) to solicit public comments and receive written approval from state and local officials before constructing, acquiring or operating any new Immigration and Customs Enforcement (ICE) processing facility or detention center.
Although this location in Cary is unlikely to do any detention or processing, this is still an important bill for the rest of NC.
Call your Reps to support this bill!

My name. is [name]. I am calling from [zip code].
I am calling to ask that you support the recently introduced bill by Pappas and Shaheen, to require local authorization for any new ICE facilities. Our cities should be able to say NO if they do not want an increased ICE presence in their communities.
Thank you

I am a [Cary resident, Triangle resident], contacting you with my concern about the news of an additional ICE facility planned in Cary. I ask you as a representative of this city, to do everything in your power to oppose this ICE expansion in our area.
From something as simple as releasing a public statement of opposition on behalf of the city, passing city ordinances, requiring additional permitting, or coordinating with County or State leadership.
Thank you for standing up for Cary.

Hello, I am a [Wake County resident, Triangle resident]. According to recent reporting by Wired, there are plans for expansion of ICE offices within Cary, at 11000 Regency Parkway right next to Koka Booth.
https://www.wired.com/story/ice-expansion-across-us-at-heres-where-its-going-next/This ICE expansion will affect all of us in the Triangle. I am very concerned, and I believe the community of Cary and the people of Wake County would oppose this expansion. An increased ICE presence in Cary will make people in this diverse community afraid. Especially right next to a community center like Koka Booth!
I am hoping that the Wake County Commissioners will work with the Town of Cary and do everything in their power to block ICE expansion in our area.
Thank you

I am a [Cary resident, Triangle resident], contacting you with my concern about the news that office space in your building at 11000 Regency Parkway will be leased as an ICE office. We do not want expansion of ICE facilities in our area. Out of respect for the safety and well being of our community, I ask your office NOT to lease office space to the General Services Administration (GSA), the Department of Homeland Security (DHS), or Immigration and Customs Enforcement (ICE). Thank you.
